On April 3, 2015, the General Office of the Ministry of Commerce issued the Work Focus of Electronic Business in 2015 (No. 116, 2015, hereinafter referred to as the Work Focus), which points out that, the work of electronic business in 2015 should actively adapt to the new normal of economic development, implement the work deployment of the Work Report of the Government, carry out the action plan of “Internet +”, comprehensively boost the application of information technology with internet as the core to commodity circulation and foreign trade, play the important role of electronic business in expanding markets, promoting consumption, bolstering employment and stabilizing growth, promoting the transformation and upgrading of economy, the entrepreneurship and innovation, and construct a unified and open market system of electronic business with order competition.

According to the new situations, new features and new demands of the development of electronic commerce, the Work Focus determined 16 key tasks of electronic business work from 3 aspects. In terms of the general work, promoting the modernization of circulation through informatization should be comprehensively bolstered, special project to promote the standardization of electronic commerce should be carried out and the top-level design of the “Thirteenth Five-Year Plan” of electronic commerce should be launched; in terms of expanding application fields, we should promote electronic commerce entering into rural areas and communicates, boost the application of electronic commerce in service sector, carry out the pilot work of coordination development of electronic commerce and logistics, and boost the healthy development of cross-border electronic commerce; with regard to optimizing development environment, we should advance the legislative work of electronic commerce, optimize the standard system, speed up the construction of statistical monitoring and credit system of electronic commerce, and actively take part in the formulation of international rules.

The Work Focus puts forward specific work requirements to local commercial departments that they should sincerely carry out the Work Focus according to their own realities to ensure the tasks’ well- implementing.
